As China's economic and social development, the demand for logistics increasing, the pace of constructing modern logistics foundational establishment speeds up year after year. Logistics park is the development of the logistics industry, particularly is the production of modern logistics scale and integration development and plays a very important role in the promotion of the development of modern logistics industry. To plan and construct the logistics park, not only for the logistics enterprises create conditions direct to gain the scale benefit and the centralize benefit, instruct the effective control of land use and reasonable in the development of the logistics industry, but with the adjustment of urban land use structure, reduce urban traffic congestion and environmental pressures closely related. In recent years, China's modern logistics in the development of the fast start, the planning and construct the logistics parks have received the extensive attention, became the focus of the development of modern logistics.This paper has researched systemically on the basis of the relevant theory of planning logistics park, mainly from the logistics park site planning, the scale of planning, internal layout planning, operational model and payoff model planning and the comprehensive evaluation system of logistics park to discuss and research the planning of the logistics park.First, this paper introduced the basic theory which related to the planning of the logistics park. Pointed out the basic concept of logistics park, and classify the logistics park from different angles. At the same time, introduced the logistics park's organization and management function, economic development function, the micro functions, as well as value-added functions roundly, and further analyzed the logistics park's future development trend which lay a solid theoretical foundation for the paper's further research.Second, this paper conducted the logistics park on the overall planning study. Pointed out the planning principles and functional positioning of the logistics park, and analyzed the site planning of the logistics park systemically, including the principle of site selection, influencing factors, procedures, steps, as well as site selection methods, and described the site selection method of the multiple nods'layout in detail. At the same time, introduced the number planning of the logistics park, and further introduced the scale planning of the logistics park in detail, including the decided principles of the logistics park scale, the decided procedure of the scale, as well as the establishment and scale calculations, the final also introduced the main content of the logistics park internal layout planning.Third, after the overall planning of the logistics park on the function, site selection, number, size and internal layout, further on the operational mode of the park and the profitability model for the overall planning study. And the exploitation operational mode, the development operational mode, investment operational mode and the payoff mode was described in detail. It provided the theoretical basis for the efficient operation management of the logistics park.Fourth, this paper introduced the integrated evaluation system of the logistics park. Summarized the evaluation steps and analyzed the logistics park planning evaluation index system, pointed out the construction principle of the evaluation index system and the classification of the evaluation system. And the common logistics park planning evaluation methods, such as cost-effectiveness, additional investment payback period, value analysis, expert evaluation and the level analysis and fuzzy comprehensive evaluation method was described in detail. Use of the results of each evaluation methods can assess the merits or demerits of the logistics park's running effect from different points, and thus judged rationality of the plan.At last, this paper put forward some supporting policies of promoting the development of the logistics park.In this paper, the study of the logistics park planning method, not only introduced the overall planning of logistics parks in detail, at the same time, as well as on the operational mode of the park and the profitability model for the overall planning study, and further introduced the comprehensive evaluation Methods of the logistics park planning, and put forward some supporting policies. It provided the theoretical basis for the reasonable planning and construction of the logistics park.
