The development of Logistics Park is due to the characteristics and trends of modern logistics development, also due to the changes in enterprise development strategy, enterprise logistics ability, computer network technology and so on. The logistics park plays a key role in enhancing the development of logistics industry, improving scale benefit, benefiting the resource sharing and reducing the total cost of logistics.Since 1998, the development of modern logistics'enthusiasm and passion has been awakened nationally; the logistics technology expanded in the area of industrial, commercial and logistics businesses. All kinds of logistics infrastructure also have shown a good momentum. Logistics Park (or logistics base) began to vigorously develop.Logistcis Park in China's development is not a vary long time, however, it has a important effect in promoting economic development, improving enterprise competitiveness, so government and enterprise pay lots of attention to the issue. The relevant state authorities started enacting policies to develop logistics parks; some developed regions and provinces have started to build up logistics parks. However, for the logistics park planning the construction and operation management, we still lack experience, yet there is a sound and effective practices can learn from. Moreover, domestic scholars pay more attention to planning than to construction of Logistics Park. This article focuses on the issue of the construction of Logistics Park.This article relies on the Tieling City, Liaoning Province in northern Liaoning modern integrated logistics park construction project, the main analysis of the logistics park's construction program design and synthesis of evaluation studies. This thesis consists of six chapters.The chapter 1 analysis the research background and purpose and significance and the status quo at home and abroad, advance the main contents and technical route of this aticle.The chapter 2 based on the comprehensive understanding of the concept of logistics of scholars at home and abroad, analysis the based theoretical identify a clear concept of logistics, the characteristics of modern logistics as well as the development trend. From three teams that Logistics Park concept, features and functions to analysis the logistics park.Chapter 3 is the construction for the project feasibility and market analysis. First, study the project feasibility from the necessity and feasibility. After that analysis the industry and market, mainly from market conditions, market forecasts and projections of the project operate. In the market forecasts it main includes agricultural markets, agricultural markets, industrial raw materials market, timber market, furniture and building materials market, automotive and parts markets, light industry, market, and many other types. The project ae listed in a favorable business conditions and the proposed method of operating methods and business model, the project has project has great space for development.The fourth chapter is a comprehensive logistics park construction program designing, the focus of this paper and the core part. The project construction program has been elaborated, including through the use of the scale model to determine the scale of the logistics park to be confirmed; the project site and the project construction area of the location, infrastructure conditions and preferential policies, factors of production conditions; the building, mainly on including the areas of logistics operations, area of professional market and comprehensive service area planning principles and layout aspects of research and analysis; public assistance and fire works, mainly include roads, water supply and drainage, electricity and heating, fire and other ancillary projects. Finally, it is about investment estimation and financing options. It covers the main problems of the construction of the logistics park from the site to support construction of the project conducted a detailed analysis.Chapter 5 is comprehensive evaluation, mainly from the environmental, financial, risk, social impact of the construction of the project. Environmental assessment first analyzes the state of the environment and the possible sources of pollution, pollutants, and then the actual situation of the pollution control measures. Select the appropriate financial evaluation of financial indicators to the actual data as a basis for evaluating the financial aspects of project construction. The risk analysis mainly includes sensitivity analysis. Social assessment from the perspective of the social impact of the construction of the project was evaluated.Chapter 6 is the final chapter of this article. The research work of this thesis is summarized and pointe out shortcomings. Point the proposed to continue and research directions.The goal of this paper is studying the logistics park's construction program designing and comprehensive evaluation. It combined with an integrated logistics park in northern Liaoning Construction instance, under the guidance of the specific design of the project-building program, a comprehensive evaluation of the building program. One use of the logistics park to determine the scale model of quantitative indicators such as financial analysis and evaluation model to support the project designing. This study findings and results of the logistics park's construction issues, both in theory and practice is worth learning.
