The city water supply is an important part of the city infrastructure.its safety has direct impact on the city development level. of water shortage and pollution is more and more serious . To ensure that urban construction and development of the match, and the coordination of social and economic sustainable development, and constantly improve the living standards of people suited to the urban water supply system, we must effectively protect urban water supply safety. The history of China's city water supply has nearly 100 years, along with economic development, it has achieved great progress in recent years, but as China's urbanization strategy speed up, the shortage of water resources, especially sudden water pollution,which make the safeguarding water supply safety more and more difficulty. city water supply security issues have become prominent. Its Defects mainly include: shortage of water resources, serious water pollution, improper water conservation, water supply networks and its ancillary equipment facilities, emergency response capacity weak and so on.The development of urban water supply, not only limited by water, topography, geology and other natural hydrological conditions of the restrictions, but also by the economic and social development level of the city, and also by government funding, and management techniques and so on. poor quality of water resources, the aging water supply facilities, water pollution and the destruction of city water supply are the most important factor in security, at the same time oversight mechanisms and incident handling level of the city have direct impact on the extent of harm caused by unexpected incidents.Changchun is the capital of Jilin Province, and it is the centre of politic, economic, education, scientific, technological and culture. Since the founding of China, Changchun City water supply has made remarkable achievements, however, as a dry city, the city water supply is a threat to the economic development in Changchun, water supply has the impact on industrial output value reached 200 billion yuan.
