A Study Of Policy Supporting System Construction For Small And Medium-sized Enterprises In Jilin Province

The Survival and Development of small and middle- sized enterprises is not only an important part of the economy of all countries,but also a difficult worldwide problem.While the economy is becoming global,informational,knowledgable and marketable,whether in the developped or developping countries,the small and middle-size enerprises are the most active elements.Thier effects on economy development can not be neglected and replaced.But we have to accept the fact that middle-small enerprises have met much more difficulties than the huge enterprises in any countrie.This phenomenon is due to the limited size of small and middle-sized enterprises. Also ,government's supports are normally made for huge enterprise's advantages.To help the weak middle-small enterprises,the writer studied some policies refering to Jilin province's facts, concluding that by giving more governmental supports to establish a fair competition and protecting small and middle-sized enterprises'benefits, the small and middle- sized enterprises could become more and more important parts in the economy development.This paper has 5 parts to discuss the above points.Part 1:content,This part explained the importance and the background of this paper.It shows some examples of government establishing support systems for small and middle-sized enterprises,and explains some core concepts regarding small and middle-sized enterprises.Part 2 clarifys theory and practice basis of governmental support systems construction.Refering to some developped countries'full-blown theory casing,this part clarifys the inevitability of the exsitence and development of small and middle-sized enterprises.Refering the theory on the relationship between government and enterprise,it explains the necessity of establishing governmental support system for small and middle-sized enterprises.By comparing with USA,Japan and UK and concluding the differences and samenesses,It's reasonable to say that establishing governmental support system has practice basis. Part 3 introduces actual situation of Jinlin small and middle-sized enterprises governmental support system establishing,reviews Jilin small and middle-sized enterprises development and policy improvement,concludes some achievments of policy construction.Refering Jinlin's facts,presents some problems that need to be resolved,suggesting establishing governmental support system.Part 4 presents some detailed concepts of policy establishing.It gives general rule,basic policy and general casing of Jinlin small and middle-sized enterprises supporting system establishing.It has 7 points:building up law service system,improving multi financing service system,establishing sientific finance & tax support policies,establishing technical innvation system,building up openning support system,improving small and middle-sized enterprises'socialized service system.At the same time,it tells us it is neccesary to clarify the relationships between the enterprise's different managing departments,establishing internal corresponding policy amongst same level governmental departments,establishing city-countryside circulating policy to guarrantee the support systems'construction and actual practicing.
