Research On Industrial Safety Evaluation Indicator System Based On Foreign Capital Entrance

The economic globalization and the integration are now the irreversible tendency of world economic development. Various countries for their own benefit join in this advancement. Our country started in the 1980s to open the entrance to our country, gradually participated in the world economic development. In 2001, our country has joined the World Trade Organization. And we participate further in world economics development.In the process of economic globalization and integrated advancement, the Multinational corporations allocating resources around the world have a significant influence to the world economics. On one hand, the development of the economic globalization gives a country the opportunity to develop economy fast and reduce disparity to the developed countries. On the other hand, it also brings some problems. The industrial security is an important problem in the process of the economic globalization advancement. The industrial security is the foundation of a country economy security. It may affect the country's economic security and may possibly affect the national safety. Since the reform and open policy, our country has increasingly integrated the world economics. And the foreign capital enters our country market in more and more field. Our country joined the World Trade Organization. After transition-period finished, the foreign capital will enter our country market further. The foreign capital entered our country have a profound influence to our country's economic development. After the 1990s, the Multinational Corporations entered our country massively. The large amount capital inflow has already made up unmet needs in our country economic development process. It has also created massive work opportunity. The Foreign-funded enterprise'advanced technology and managerial experience to a certain extent have positive influence on our country's industry development.When we see the positive effect that the foreign capital produces to our country economic development, we should not neglect the negative effect which the foreign capital enters brings. Foreign capital entry has a certain impact on our country's industrial growth. After the foreign companies enter our country market, they rely on their superiority on technology, capital and management to get the superiority in the market competition. This has impact on our industry's survival and the development.In the world economics integration's tide, our country economy has already gradually integrated in the process of the world economics, the domestic market and international market's boundary is getting fuzzy. Whether our country industry can develop safely under the foreign company's influence is an urgent and important question.The domestic scholar started the industrial security's research in the 1990s. Many scholars have conducted the research, but the fellow scholars have carried on the limits based on their own viewpoint of the industry security. The academic circle did not have a unified understanding to the industrial security's connotation. And the industrial security system info is still not imperfect. In addition, conducts the research theoretically to the industry security is not able to solve the actual industrial security problem. We must carry on both the qualitative analysis and the quantitative analysis to the industrial security problem. This involves the estimate of the industrial security degree. Some scholars have conducted the research to the industrial security evaluation index. But different scholar studies from different aspect. The evaluating indicators they select are also different.The academic circle has not established a set of unifications industrial security evaluation index system. This paper has conducted the research on the industrial security and the industrial security evaluation index system under such background. This paper first reviewed the existing theories and has limited the industrial security implication. Then, under the background which the foreign capital enters, the paper selects the industrial environment, industrial international competitiveness and industrial controlling force, which have great influent on industrial security to conducts the research. The industrial environment is the industry is livelihood and development foundation. The foreign companies definitely have influence to the industrial survival and the development environment and then the influence industry security. The industrial international competitiveness is affects the industrial security other important factor. The foreign companies influence the industrial international competitiveness which relates to enterprise's survival and the development.In addition, the industrial controlling force is also an important aspect to affect the industrial security. This paper has carried on the concrete analysis to these three factors and analyzed the influent that foreign companies have in these three aspects.This paper has constructed a set of industrial safety evaluation indicator system. First determine the construction indicator system's principles; guaranteed the construction the indicator system may science reasonable. Next, constructed the industrial safety evaluation model, and determined each target weight with the analytic hierarchy process. When construction industry safety evaluation indicator system, this paper has referred to the existing scholar about the industrial security evaluating indicator, selected the index which the data is quite easy to obtain. We can get the data in the statistical annual, the State Statistical Bureau website, the Commerce Ministry website and the People's Bank of China statistical data. This article's fifth chapter has carried on the analysis using the constructed industrial safety evaluation indicator system on Chinese textile industry in recent years, preliminary calculation Chinese textile industry security degree. The research result shows that the Chinese spinning and weaving industry's secure state is the basic security. It also shows that there are some questions in the Chinese textile industry that do not favor to its development. This paper gives the counter measures suggestion from national and enterprise's angle.
