Regional policy is important tool to narrow the internal region disparity and boost up society cohesion. The structure fund is the main implementation tool in the regional policy, and is playing the vital role. EU structure fund's financial support is mode that government invests high. This offers reference for promotion of Northeast Traditional Industry. Because the center wants to make use of market mechanism to promote Northeast Traditional Industry, and realize reconstruct above the original industry foundation. The center gives only the policy support for Northeast Traditional Industry. The promotion of Northeast Traditional Industry is complex system engineering, and can't finish without capital. So we discuss EU regional policy's transformation of background and content.The third part introduces four constituents: ERD, ESF, EAGGF, FIFG at first. Secondly combining the reform of EU regional policy, we talk about three reform of the structure fund, including reform background and subsidization goal changing. Three reform of the structure fund doesn't only make the fund amount enlarge, but also make operational mechanism of the structure fund more reasonable and perfect, and make subsidization content more concrete and effective. At last we analyze effect of the structure fund. EU structure fund offer important financial support to realize economy and society condense, we talk about this with three aspects: reducing economic disparity of EU members; making traditional industry reform successfully; raising employment level of EU member.The fourth part we give advice to construct structure fund for promoting of Northeast Traditional Industry so as to offer financial support. Firstly we point out the financial support mode and effective run principle that the government invests more will offer reference for Northeast Traditional Industry. Secondly we analyze necessity of structure found, we illuminate that Northeast Traditional Industry needs this financial support mode with four aspects. Thirdly we point out that we can make use of the central financial capital, the policy bank's credit, the transfer part of the financial assignment system adjustment. At last we expound subsidization goal of structure found for Northeast Traditional Industry. We list four subsidization goals combining the problem that Northeast Traditional Industry faces so as to offer financial support for adjustment and transformation of Northeast Traditional Industry.
