| In recent years, the important role and status of Small-and-Middle-Sized enterprises (SML) in national economy and social development have been widely recognized by society. Since over 20 years of reforming and opening-to-the- world, the development of small and medium-sized enterprises in Jilin province has been swift and violent, and they have already become an important strut strength of the economy development of this area.The vigor of the small and medium-sized enterprises not only relates to that of the area economic competition, moreover also relates to the entire society's prosperity and stability. Especailly these years, small-and-sized enterprises have more meaning for old intustry base in northeast China. But as the critical factor to restrict their development, the financing problem seriously blocks the development of SME any further for the general problem. Therefore, the study of how to solve the financing difficulties of Jilin old industrial bases and promote the vigorous development of SMEs, is of great significance to address SMEs development and the revitalization of Jilin economy overall.This paper is focused on the comprehensive study object of financing of SMEs in the industrial bases of Jilin province, based on systematic environment and the development status of old industrial bases in northeast China. It makes the financing of SMEs as the logical starting point for analysis, and studies the interrelationship of the major factors to a great extent. It also excavates the reasons why the financing of Jilin province is difficult, learns financing experiences from other countries and regions, reveals the influence caused by the main factors to the financing of SMEs in Jilin province, and explores how to address these issues and put forward a systemic solution in both theory and practice.Part one firstly defined the theory of standards for SMEs and finacing.Part two focuses on the important role of small-and-middle enterprises in economy development of Jilin province and gets a conclusion that it is a critical choice for revitalizing Jilin province that developing SML. Then it indicates the difficulty of finacing in SML of Jilin province.Part three analyzes the reasons for the difficulty of finacing in SML of Jilin province and the core of financing. Then the conclusions will be got from two aspects. One is the reasons from itself, the other is from outside. That is to say, on the one hand, SML have great difficulty, high cost and high risk of finacing due to its charateristics; one the other hand, government, banks and social society are also the fators for finacing.Part four summarizes the financing experience in the major developed countries and regions. Over the years, these countries and regions have adopted many measures and a variety of innovations in system to promote national and regional development of the SMEs. These measures mainly include sound organizational management agencies, improved financial service system, a comprehensive financing guarantee service system, a comprehensive legal support system and comprehensive legal support system. Despite their different modes of operation, and their respective characteristics. In fact, they all mitigate the national or regional financing difficulties to some extentFinally, this paper gives several suggestions to resolve the financing difficulties of SMEs in Jilin province. Proposed the small and medium-sized enterprises themselves should improve the overall quality, the financial organ system in our country should be established and consummated to improve the present situation. On the other hand, being restrained by the present situation inJilin province, we must support the development of the small and medium-sized enterprises in Jilin from the aspect of the government,financial organs,banks,credit guarantee organizations and as well as development of capital market finances . |
