With the economic development, the process of urbanization and industrialization is speeding up. As a result, the urban population increases rapidly. Meanwhile, land severely expands outward, and the non-agriculture construction impropriate the cultivated land seriously. According to the requirements of the Scientific Outlook on development, it is very important to use land intensively to achieve sustainable development. The city is the area where industries centralize and economic activities are frequent, so the level of land intensive use in city has a direct effect on the sustainable development of its economic, social and environmental benefits. Economic development takes the form of industrial upgrading, and the change of industrial construction and the complexity of internal division directly reflect the comprehensive land use efficiency of the area. Studying from the perspective of industries spatial agglomeration, taking industrial layout and the self-organizing function of industrial agglomeration and diffusion as entry points, grasping the rules in how to improve land intensive use, reducing and avoiding the non-economic effects of industrial agglomeration, plays an important role in land intensive use.Based on the state's policy of accelerating the process of urbanization and comprehensively pushing forward new rural construction of socialism, this paper analyzed the domestic and foreign research trends of the land intensive use and industrial agglomeration, came up with a theoretical analysis framework about land intensive use based on industrial spatial agglomeration, analyzed the agglomeration effect change in industrial agglomeration and the manifestations in the change of land intensive use from macro and micro aspects. At the same time, it also discussed the relationship between government behaviors and the land intensive use.Based on the theoretical analysis, the paper took Urumqi City of Xinjiang province as an example to analyze the relevance between the land intensive use and the industries spatial agglomeration, and proposed spatial development model of ecological land intensive use of Urumqi City, in order to give some advice and reference to government and constitute corresponding policy.
