Land is the base for human's existence and development, scarcity of land resourse is the direct motivity for using land. Agriculture land is the source of cloth and food, it is the base for development, it is the fundamental guarantee for agricultural sustainable development. during the period of "15", arable land reduced a total of 2.19×10~6 hm~2, with an average annual reduction of 1.23×10~6 hm~2. During the same time, construction land added about 6.16×10~6 hm~2, half of which occupied the arable land. Our industrialization process and urbanizition process are in the accelerated stage, To solve the problem of food security, on one hand, we need to maintain a certain amount of agricultural land area of "commitment to the red line of 18 million mu", under the state of lack of reserve resources, high cost, changing using method, improving the using level is the inevitable choice for guaranteeing food security and the imbalance between supply and demand of land.The paper used Hebei Province as the example, analyzed the using features of agricultural land using the method of combination of qualitative and quantitative, built index system and evaluation model of the intensive use of agricultural land, evaluated the using level during 1990 and 2005, combing GIS, revealed the changing rules of spatial pattern of the intensive use of agricultural land, put forward the measure of improving the using degree of the intensive use of agricultural land. The main reads as follows:(1)The paper give the suggestion of evaluating index system of improving the intensive use of agricultural land, pointed out that we should not only choose the economic benefit indices of output value and yield, we should also choose the social benefit and ecological benefit indexes, from this, we can select and determine the evaluation index of social and ecological benefit, then we proposed we can adopt the coordinated benefit of the intensive use of agricultural land to express the comprehensive effect.(2)The comprehensive index of the intensive use of agricultural land divided three grade in Hebei Province:Ⅰthe intensive degree was lower than 0.200;Ⅱthe intensive degree was higher than 0.200 and was lower than 0.400;Ⅲthe intensive degree was higher than 0.400 and was lower than 0.600; IV higher than0.600. During the 1900 and 2005, the average of the intensive use of agricultural land improved to 0.369 from 0.227, the areaⅠandⅡwas reducing, the areaⅢwas increasing from plain to mountain area, the effect of the intensive use in Shi Jiazhuang was obvious.(3) The investment strength of the intensive use of agricultural land in Hebei Province was that it was higher in plain than mountain and hill and plateau area in Bashang, the investment strength in Shi Jiazhuang and Tang Shan was higher than the average of 0.364 and 0.258; the using degree of agricultural land extended according to plain- mountain and hill- plateau area in Bashang, and because of the district of natural conditions, the improvement in mountain and hill and plateau area in Bashang was slower.(4) The economic benefit of the intensive use of agricultural land in plain and the county around the big city was higher, the raising level of the intensive use of agricultural land was quicker in Hebei Province after 2000, the average increasing speed was 0.013, the main show was that it converted fromⅡtoⅢandⅣ; the social benefit of the intensive use of agricultural land diffused from Shi Jiazhuang to southeast region; during 2000 and 2005, the area which had better economic benefit had dispersive distribution, from 2000 to 2005, the ecological benefit of the intensive use of agricultural land improved in plain, the ecological benefit changed largely in Zhuang Jiakou-ChengDe, the the average annual increase was 0.150, the coordination degree of the use of agricultural land distributed according to the sequence from northern region to southeast region.(5)The paper was based on the analyze of changing rule of spatial pattern of the intensive use of agricultural land, it combined with the using feature in Hebei Province, put forward the measure of improving the intensive use of agricultural land from the view of land consolidation, transference of agricultural usage land, rural economic development, peasant income and sci-tech input and so on.
