Urbanization construction has made remarkable achievements over reform and opening up 30 years, but various places too much emphasis on the size of the expansion in urban built-up area neglecting urban population clustering and intensive land use. In addition, under the driving force of "land finance" and "land to attract investment", land urbanization" significantly faster than the "population urbanization". Economic and social problems accumulated by China's rapid urbanization become more prominent.Jiu Quan and Jia Yuguan Region is located in the western Hexi Corridor. It is in an advantageous location. It plays an important role in the country's western development, the main function zoning, the Silk Road economic belt construction and other regional strategies. However, the resources and environment carrying capacity is fragile. Most of the land area belongs restricted and prohibited development areas. Urban development space is finite. Land per capita of urban population greatly exceeds the average level of the central and eastern. Extensive land use problems are more prominent. The construction of new urbanization puts forward new requirements about intensive land use. Therefore, we must answer the problem of temporal and spatial patterns coordination between urban spatial expansion and intensive land use, and explore the profound meaning concerning differentiation intensive land use in the process of urban space expansion in Jiu Quan and Jia Yuguan Region, in order to provide a basis for improving level of intensive urban land use and changing land management under the new normal. This paper takes pattern- structure- function relations theory as a link. First, eight towns were divided into groups in Jiu Quan and Jia Yuguan Region using the improved spatial effects model, and analyzed the characteristics of urban spatial organization. Secondly, the structural study. In group as a unit, analyzing urban spatial expansion pattern evolution at different stages in Jiu Quan and Jia Yuguan Region. What's more, pattern evolution characteristics of intensive land use were analyzed. Finally, we analysis the relationship between the urban space expansion and intensive land use, and find the reason behind the relationships.Through research, some conclusions are drawn as follows:Jiu Jia urban system is composed of two groups. Suzhou is the core in West cluster and Dunhuang is the core in East cluster. Towns extended along the regional transportation, Hei River and Shule River.From1995 to 2013, there are stage characteristics of first and then decreased about construction land expansion size change. Spatial expansion pattern of urban construction land hot and cold spot zone is relatively stable, the secondary hot zone and sub cold spot pattern changes significantly.Between 1995 and 2000, intensive land use continues to increase. 2000 to 2006, it was dropped significantly. After 2006, it show growth once again. The intensive land use of East group were significantly higher than the West group. From1995 to 2013 Gathered momentum showing fluctuation trend. Intensive land use hot spots are more concentrated in Suzhou and Jia yuguan, Secondary hot zone, sub cold zone and cold spot pattern changes significantly.1995-2013, the difference of the urban expansion intensity and intensive land use change were obvious. Both fluctuation, as were shown the trend of first and then decreased. The coordinated development degree between the urban expansion intensity and intensive land use were mainly high and higher. But, they changed disproportionately. The town in Jiu Quan and Jia Yuguan Region were still in self-development, selfexpansion stage. During the study period, the clustering diffusion state between the urban expansion intensity and intensive land use were more inconsistent. Regional linkage effect was significant difference. In different stages of urban development, urban functions were different, the urban expansion intensity and intensive land use were also different.
