The communication industry now in China has entered into the severe competition phase. How to define the appropriate strategy for Shanghai Bell-Alcatel is crucial to keep the edge of competition and sustained increase . This is the main purpose of this article.By the environment analysis and SWOT analysis, the Shanghai Bell-Alcatel's strategy in the competition, the company level and the function Level are defined. The main approach for the analysis is from environment analysis to strategy enaction and strategy evaluation. The theory for analysis include Michael Porter's Five Power Model and Value chain. The analysis tool such as PEST, IFAS, EFAS ,SWOT and BCG Matrix are used in the article.From the analysis result, It show that Shanghai Bell- Alcatel should choose the cost leadership strategy as the main competition strategy while still try to seek edge of competition by Value Innovation. The strategy of company level and function level are all based on the above competition strategy. However, there are still some weakness in the innovation, cost control and Re-organization. The improvement is necessary for Shanghai Bell-Alcatel .
