In the background of economic globalization and regional economic integration, industrialization and urbanization of the largest in human history are happening in China. The strategy of export-oriented economic development makes coastal ports mushroom like bamboo shoots after a spring rain. Along with emergence of new ports, aggregation and radiation functions of ports have been greatly enhanced. It becomes a symbol of economic and social development that Ports and port cities develop well.Since the 1980s, China has become one of the fastest growing economy entities in the world, especially port cities in East China. Development of the Pearl River Delta, Yangtze River Delta and Bohai Rim region causes development of the central and western parts of China. In the 21st century, port cities in China face new historical opportunities and challenges.Economic development has provided the port theoretical research with an ample basis for practice. To deepen the theoretical research on port development and fully comprehend its basic functioning laws will be of great practical significance for us to plan a coordinated development of port and urban economy, and it will advance industrialization and urbanization in China.The mutual dependence and improvement between ports and coast cities are the general principle in the development of ports and coast cities all around the world. On one hand it explores the vicissitude process of the relationship between ports and coast cities. On the other hand, it reflects mechanism of the mutual affections between them. The development of the port will bring along the development of the city where it exists. On the contrary, the prosperity of the coast city will also improve the prosperity of the port. Therefore, they are supplement of each other. Although this interaction plays an important role in the development of the ports and the cities, there are few experimental researches on concrete ports and cities so far. This paper, based on the precious studies, continuously do the research of mutual development of the city and the port.This paper firstly analyzes the impact of port to city, analyzing the port's driving effect to the city's economy and employment. Then this paper analyzes the impact of the city to the port. Establishment, economic development and soft environments such as law and service in City effect as a determinant for the port's advancement. Based on above analysis, this paper further studies on the relationship of the port and the city, especially the mutual development rule. On the basis of the rule, studying 3 major international port cities in the world, the paper predicts the trend of development in port cities, and sums up some conclusions from the development of port cities, for reference.Based on the theoretical study, The Ningbo port is used as an example to analyze the driving power of Ningbo port to the development of Ningbo city, the impact of the economic and social development of the city to the port and the mutual development of the port and the city. As the conclusions of the study show, it's necessary to develop the port and the city harmoniously; and it's better to take some measures to adjust industrial structure of investment largely, integrate the whole harbor area and promote the passing environment of the port.
