X Iron and Steel Group Corporation is a medium-sized steel enterprise located in the northeast china. It was established in 1971, after 40 years of growing, it has entered a rapidly developing stage in the latest 10 years. Now, with the rapid growing, the tremendous changes happen in the market environment, the national policies keep changing; X Iron and Steel Group's original company strategy no longer suits the future development of this enterprise, it is urgent to re-establish corporate strategic planning and set up a new business goals.In this paper, the strategy management theories are applied to analyze the social environment and the international and domestic policies, then the point of view is concluded that the future development of X steel is affected by many factors such as the maturing of policies and regulations respectively at home and abroad, the rapid development of science and technology, the accelerating trend of global economic integration, the domestic high-speed economic growth, etc. At same time, the concrete strategic measures with specific aims are worked out. SWOT model is applied to analyze enterprise specifically, the purposes and mission of X Iron and Steel Company are defined, the principle of strategic choice and the optional objective strategy are also fixed on, the ideas of X Iron and Steel Company's overall strategic choice and the specific ways of implementation are set up. By analyzing the direction of development of iron and steel technology, and the company's overall strategic objective is established, which aims to develop into "China's Top 50 and catch up with "the world's top 500". By using of five forces model and relative marketing knowledge, it is concluded that the company's profit is mainly constrained by other enterprises in the same industry and upstream raw material suppliers. This company should implement the diversity strategy and the upstream industry integration strategies.In order to ensure the implementation of overall development objectives, the "two enforcements and two transformations" is proposed to be used as the main technical assurance measures, and the company should keep on deepening enterprise reform, strengthening the building of enterprise culture, comprehensively strengthening enterprise management, implementing the "5S" management, increasing its core competitiveness, Securing its benign and healthy development along the direction of established enterprise strategy.
