Strategy concerns the survival and development of an enterprise and it is a subject that the business kingdom and the academia kingdom pay close attention to in recent years. This thesis is a preliminary exploration of the scientific field as well as a practice that I use theory to solve practical problem after finishing MBA in Tianjin University. Thus, this thesis offers a new method for the establishment and implementation of develop strategy of Handan Iron and Steel Group Co., Ltd; meanwhile, it also has certain reference meanings to similar steel and iron enterprises in China.Steel and iron industry is the support industry to realize industrialization as well as an intensive industry of fund, technology, resource and energy. Our country is in the middle period of industrialization, and our steel and iron industry has entered into the important period of the technology upgrading and structural adjustment as a stress and the realization of change from big steel country to power steel country; this puts forward a new demand for the whole steel and iron industry from variety, quality, quantity and so on. With the issuing and implementation of《development policy of iron and steel industry》and《medium and long-term development plan of iron and steel industry》, our government will strengthen and improve further the macro-adjustment of iron and steel industry in such aspects as eliminating the backward craft, controlling the scale to increase, improving industrial concentration degree, advancing energy-conserving and environmental protection. Meanwhile, depending on foreign degree improving year by year to iron ore of iron and steel enterprise of our country, the conspicuous contradiction day by day of the supply and demand of energy, the annexation and recombination of transnational iron company, the acceleration paces in an all-round way of the structure of strategic alliance, all of these are changing the external living environment of the iron and steel enterprise deeply. Handan Iron and Steel Group Co., Ltd regarded as the state-owned iron and steel enterprise with 48 years developing history has accumulated the stronger development advantage in fund, technology, management, but the inferior position shown in system, mechanism, variety, quality, cost and such aspects is more obvious.Strategy should adapt to the change. Enterprise should adjust the strategy in time based on the changes of the external environment and inside condition. This thesis uses the strategic management theory and SWOT approach to identify and analyze the basic competitive strategy based on the investigation, analysis and comparison between the external opportunity and the threat, the internal strength and weakness of Handan Iron and Steel Group Co., Ltd. According to the company's current situation and the competitive position in industry, this thesis puts forward the company's strategic aim and overall strategic planning which regarded the high added value and high technology plates as the main developing direction. Surrounded by the overall strategy, it also puts forward the basic scheme of the implementation of industry upgrading strategy, the assets recombination strategy and the sustainable development strategy.
