With the development of economic globalization, having a thorough understanding of one country's economic activities with other countries, timely and accurately analyzing economic situation, systematically and effectively implement macroeconomic administration have become more and more important. It is internationally acknowledged that Balance of Payment is one of the most scientific and effective ways of recording, analyzing and explaining one country's economic activities with other countries. So, Balance of Payment as an integral part of one country's macro supervision mechanism is one of the main sources of information for macro decision making under the circumstances of economic opening up.Since joining WTO, our country's economic activities with other countries have increased dramatically; cross-border cash flow has become more and more frequent. In 2007, the cross-border cash flow volume of our country's non-banking sectors has reached 2360 billion dollars and 25.09 million transactions, which is 13 times and 9 times of that in 1996, and which calls for a higher standard of the accuracy of data in balance of payment and the way of collecting data.Through analysis of current method of conducting balance of payment in Dalian, pointing out the main problems in collecting the data and the quality of the data of balance of payment, and analyze the causes of the above mentioned problems accordingly.On the basis of conducting balance of payment and foreign exchange administration in Dalian, and through assimilating domestic and foreign research fruits of how to improve the accuracy of the data in balance of payment, this thesis has put forward several ways of enhancing the accuracy of the data in balance of payment, among them are two means, one is changing the way of collecting data, through link of systems of bank and system balance of payment supervision, data transmission will be done automatically and without omitting the data; The other is making thorough and reasonable usage of data of balance of payment in foreign exchange administration, and conducting effective verification of the accuracy of the data in order to correct the fault data instantly. The rate of the accuracy of data can reach to 76% by using these methods. And the cost of human resources can be reduced by 30%.
