Research On Farm Land Protection Regulation

With China's further opening to the outside world, great reform and rapid increase of social economy. The use of land especially of farmland for construction purposes have been inevitably increasing and the conflict between humans and farmland will become more and more intense. This has aroused worldwide concern about food supply in China. In order to achieve the farming land protection goal, we cannot only depend on the law, policy, planning. but also have to analyze the multiple interaction relations among different stakeholders ,and increase people's incentive to insist on the sustainable development about farm land, so as to establish more reasonable benefits mechanism .In this paper, we systematically analyze the multiple interaction relations among different stakeholders during the implementation of farm land protection and thoroughly, have established the theoretical framework about farm land protection from both quantity and quality perspective, focusing on both local authority and the farmer ,which is helpful in theory and practice.Firstly, we analyzed the essential reason of problem in farming land protection. Illuminating the increment progress and income allotment, we analyzed the influence of market mechanism and government intervene in land use conversion. On one hand, farm land has high externality,which have induced market failure. On the other hand, local government made invaluable regulation because of the economic benefits and the power of controling local farm land, which induced government failure.Furthermore, the paper conduct a strategy research.It analyzed the multiple interaction relations among different stakeholders and established the bargaining model. The main participators include the central government, the local government, The collective economy organize and farmers. The paper established the oretical framework about farm land protection from both quantity and quality perspective, focusing on both local authority and the farmer.Finally, based on the actuality of farm land protection and income distribution in land use conversion in Tianjin, we point out the problem in the farmland protection mechanism , and show some efficient proposals about the revise of income distribution rules, and a government-directed and market-oriented Land compulsory expropriation pattern.
