In the time of economic globalization, the rising of industrial cluster becomes an more and more important strength of competition between regions in the international economy. As one kind of effective economic development pattern, the industrial cluster leads the innovation, strengthens the division of labor and the cooperation, infuses the new unceasingly vigor for the national economy development.Social Capital is the most influential theoretical concept derived from the New Economic Sociology. It integrates the system factor, the value judgment and the cultural influence to the economic analysis frame. The widespread application of social capital make many factors that unconsidered but affected the economic development enter people's vision. It has developed the economic research category greatly.It is a new view to study the formation and development of industrial cluster from analyzing the integrant parts of social capital.
