In the time of knowledge economy, human resource has been the most important resource during the development of economy and society. Developing human resource reasonably and keeping great competitive position is to meet requirement of modern corporation structure. As the basis and origin of human resource management, Personnel assessment is playing a more and more essential role, and facing broader development and application.Personnel assessment is an important link in the process of modern human resource management and a scientific method for assessment of talent and human resource on the basis of psychology, management, surveying, behavioral science and computer science. It is an indispensable assistance in selection of talent and personal professional development.In this paper, the feasibility and importance of personnel assessment is analyzed in psychological and managerial respects, and the historical evolution of the personnel assessment theory is presented. Some fundamental requirements for personnel assessment of the knowledge-based economy age are explored in details. Further in connection with the problem in personnel assessment and the design process of our personnel assessment system is discussed and managed. Some ideas of personnel assessment are proposed, which can be referred to the practice. The personnel assessment is a systems engineering. Differential design must apply on differential aim for scientific and objective effect in personnel assessment.
