| The importance of human resource has been getting more attention as the first resource in the enterprises in 21 century. Human resource management (HRM) progressively becomes the core components in the enterprises management. In order to convert the human resource to human capital in the enterprises, it is needed to rationalize the allocation of human resource by scientific talent assessment, which make the talents develop their full potential and provide the intellectual support and guarantee for the development of the enterprises. As a result, talent assessment (TA) is eventually recognized and accepted as one of the important methods for HRM. Additionally, it is worthwhile to mention that the new policy of employment contract law introduced in 2008, enterprises are required to standardize the employment. Talent assessment will play an important role in enterprises recruitment and personnel selection because it will improve the scientific of the assessment and selection and reduce the risk.Based on current status, fundamental theory and method of talent assessment, the paper studied and established the TA system by making the competency model of professionals and technical personnel, managerial personnel, marketing personnel considering the real needs and the problems of TA and HRM of Guizhou Survey/Design Research Institute for Water Resources and Hydropower (the Institute). The TA system is expected to change the situation of talent assessment and improve the effeciency of HRM in the Institute. It will embody value of talent assessment by the practical application. |
