With the market competition intensification, organizations think much of human resources' management day by day ,because many enterprises have already realized that the human resources competitions are the most important competition and more than material sources. staffs performance is the key whether an enterprise can achieve goals or not, that is to say, human resources management is very important to enterprise's success or failure. As human resources are the subjective initiation of human labour, it cannot be possible to use unified standardized equally to other resources management when carrying on the management to the human resources, It is also difficult to weigh the human resources management result. For excavating the staff's potential to promote enterprise's human resources value, this article attempts to utilize the value engineering principle into the human resources management, benefit the enterprise's discovering and making up the function flaw in the enterprise the human resources, stimulate that the staff to improve the working efficiency, promotes the enterprise human resources value unceasingly, opens an useful way of human resources management.The paper first has carried on the introduction and the analysis to the domestic and foreign human resources managements, the value engineering principle application situation as well; Then rested on the thought of value engineering principle to evaluate the human resources cost, the function as well as the functional. Providing the way of promoting human resources value and tries to propose the concept of human resources individual value and its computational, further proved the value engineering principle in human resources management utilization by examples, explained the human resources function value and the human resources individual value work in human resources management function; Finally the paper also discussed and analyzed the human resources function value and the individual value analysis result in human resources management function.
