Through the analysis based on indicator system, the competitive advantage of Zhenjiang among the 11 cities is derived. In succession, the competitive power of the products and enterprises of paper industry in Zhenjiang is analyzed, the former is made out through the analysis of the competitive power inside the industries from microcosmic angle, while the latter is derived from the analysis of the developmental history and production of enterprises in Zhenjiang such as Jindong, Dadong, and Jinhe. On the syntheses of comparative advantage and competitive advantage, the orientation of paper industry in Zhenjiang is proceeded and the countermeasure of enhancing competitive power is lifting out from strategic height.Concerning the research on strategy of enhancing competitive power, Baud's five factor analysis method and SWOT analysis method are adopted to analyze the development environment and problems which paper industry of Zhenjiang is faced with, and then feasible strategic plans near and long-term are brought forward from four angles as absorbing investment stratagem, expanding market stratagem, enterprise grouping stratagem and product differentiation stratagem.
