Study On The Strategy Of Development Of Forestry-pulp-paper Industry Chain Of China Paper

In recent years, the development pattern of global papermaking industrytransformed continuously with profound changes, the development focus of worldpaper industry has shifted to the emerging economies gradually, and China hasbecome the main driving force for the growth of global papermaking industry. Withthe growth of paper production and consumption during “Eleventh Five Year” period,paper and board output has ranked the first in the world instead of the United States.But at the same time, there are still many problems with the development of China’spaper industry, such as imbalanced supply and demand, shortage of resources andenergy; environmental pollution and etc. Under these circumstances, transforming themode of development, speeding up structural adjustment, and taking the green path ofsustainable development is the only road for papermaking industry.This thesis takes the development model of forestry-pulp-paper industry chain asa starting point, conducts a comprehensive analysis on the relationship between thedevelopment status of domestic and international paper industry and enterprises andforestry-pulp-paper industry chain, carries out a thorough investigation on currentstatus and existing problems of China National Paper Industry Investment Corp.，(hereinafter referred to as CNPIC); puts forward the suitable development mode offorestry-pulp-paper industry and safeguard mechanism for CNPIC, provides macroguidance for the development of China’s paper industry, which lays solid foundationfor the realization of the strategic goals.In the first place, the paper analyzed on the relationship between thedevelopment status of domestic and international paper industry/enterprises withforestry-pulp-paper industry chain, which showed that the integrated development offorestry, pulp and paper industry is an inevitable trend of paper industry in the future,build-up of forestry-pulp-paper integration model can save transport and transactioncosts; lower industry and investment risk. Forestry, pulp and paper industry areinter-dependent and mutually promoted, forestry plantation lays foundation for thepulp and paper industry, while pulp and papermaking industry realize and ascend thevalue of forestry. China’s paper industry is moving into the period of overall excesssupply and trade competition becomes increasingly fierce, which symbols that itenters the mature period from growth period confronting with both opportunities andchallenges.Secondly, it analyzes the development status and existing problems of CNPIC,puts forward the suitable development model and strategic positioning for the company. In aspect of paper, we should implement industry consolidation by mergerand acquisition, highlight core industries, take shape of scale advantages and formcontrol force over the core industry; in aspect of forestry and pulp, we should seekand create papermaking raw materials bases actively and develop overseaspulp-making forest base.Finally, integrated operation and development of forestry-pulp-paper industryand effective safeguard system was put forwarded in order to promote sustainable andsound development of paper industry and improve the overall competitiveness ofCNPIC.Based on the development trend and feature of Chinese paper industry, this paperis the pioneer to presents the relationship between developments of centralgovernment owned enterprises and industry chain, this is an innovation in thedomestic state-owned enterprises, it also demonstrates the direction and path for thedevelopment of China’s paper industry in the future.
