Study On Building Performance Evaluation System For New Material High-tech Enterprise

Material is the basis of many industries; the development of materials in a certain extent determines the development of relevant industries. Because of the significance for the national economy, countries have invested a lot of property in the development of new materials industries. China's new materials industry despite a late start, but in the country's strong support, the country has 29 provinces and municipalities to establish a number of bases for industrialization of the material characteristics, involving iron and steel, non-ferrous metals, chemical light industry, building materials, and other traditional industries and optoelectronic materials and devices, semiconductor lighting, and other emerging industries. By 2005, most of the material characteristics industrialization bases have formed 20 to 10 billion Yuan of economic scale, and to more than 20 percent annual growth rate of development. In 2006 China's new materials industry in the size of the market is 342 billion Yuan, up 43.64 percent, in 2007 and 2008 will reach 45.07 billion Yuan and 56.09 billion Yuan, in 2010 will exceed the 82.37 billion Yuan. In 2005 our new material needs of the market had reached about 400 billion Yuan, by 2010, China's new materials market is expected to reach 650 billion Yuan. Huge market and rapid growth makes new material and high-tech enterprises to grow up rapidly. At present, new material and high-tech enterprises have become an extremely important category of high-tech enterprises. Chemical Blue Star, Silicon Institute shares, Aetna science and technology, Beijing Branch of the famous three-ring, and a group of new material and high-tech enterprises have emerged. Enterprise development can not be achieved without the effective assessment of corporate performance, new material and high-tech enterprises are also like this. Through effective assessment it can be to address gaps. At present, however, because of the new material and high-tech enterprises particularity, which is different from ordinary business, and also different from other high-tech enterprises, so they can not simply apply evaluation of the performance system of the general business or general high-tech enterprise. It is precisely this focus of this paper, using literature and investigation combining research method; based on the status of new material and high-tech enterprises in China I build a new set of material and high-tech enterprise performance evaluation system. The system includes the choice of the evaluation method, the determination of evaluation content and indexes, and the selection of evaluation criteria, the distribution of evaluation weight, and so on. Specifically, Balance Scored Card Performance Evaluation Methods should be choose; for the selection of evaluation criteria it can be selected according to the actual situation among historical standards, industry standards, objective standards; for evaluation content, adapted to the requirements of sustainable development I add the assessment for sustainable capacity; for evaluation indicators, they are improved; for the index weight, I increase the determination proportion of non-financial indicators.
