After entering the WTO, the Chinese commercial banks are facing great challenges because of the opening native financial market to the world, no exceptions for the Bank of Dalian. "Pacify the interior before resist foreign aggression", in order to fight against the impact from the foreign banks, the Chinese banks must start from themselves, enhance their own abilities of competition and management. In this point, performance evaluation is very important not only for the banks but also for every organization. Through the performance evaluation, the banks can fix the problems in time by audit the past works. The banks can also evaluate the contribution of each department and individual and distribute the rewards and premium respectively. This will in turn motivate the employees. In one word, performance evaluation is very helpful for the development of an organization. The leaders of the Bank of Dalian think very much of the performance evaluation, they also have a plan for that purpose, but it less of focus. Especially, it can not evaluate the performance of the subsidiaries of the branches which are the windows to the general public and the main source for the deposits and fees. The performance of the subsidiaries will affect the whole bank directly.This article based on the B branch of the Bank of Dalian. It joined the theory and real work together to design a new plan to evaluate the performance of all the subsidiaries of branch B. This article use Balanced Score Card and Key Performance Indicators to choose the indicators system for the performance evaluation standardized the indicators with mathematical methods and put different weights for different indicators with Delphi method. Identify the evaluation entity and period and then we produced the performance evaluation plan for the subsidiaries of the Bank of Dalian, branch B.
