Analysis Of Rural Social Salvage System In Linli Country

The social salvage system is a significant component of the social security system. To establish and perfect the social salvage system, the last safety net, is in conformity with the needs to realize the "harmonious society", further promote the reform of economic structure, protect human rights, procure social justice and establish and strengthen the social security system. This article systematically analyzes the status of the rural social salvage in Linli Country and the current problems and difficulties, which are: the severe unbalance between city and countryside; agging concept in salvage; undue financial burden and limited contribution; lack of perfect laws and regulations. Accordingly, the author provides in this article the idea to establish and strengthen social salvage system, i.e., based on the lowest life security, with salvages like endowment, medical care, education, housing etc. as subordinate, with other salvage, relief and social assistances as supplement, to establish a new social salvage system gradually obtaining the uniformity between city and countryside, aiming at providing suggestions on relieving the poverty in countryside and promoting the sustainable development of economy and society.
