The Research On Comprehensive Evaluation Method Of Harmonious New Countryside Of Socialism

After reform and opening, rural in China achieved greatly, but according to the whole modernization process, the problem of agriculture ,rural and peasantry is still outstanding. For the settlement of the problem, Building a new socialist countryside is determined a major historic task set at the Fifth Plenary Session of the Sixteenth Central Committee of the Party. At the same time, strengthening three agriculture, developing modern agriculture positively, promoting new socialist countryside construction, is inevitable requirement for totally fulfil scientific development conception and build socialistic harmonious society and important task for socialist modernization construction. It is significant to build a set of new socialist countryside detection system merged into harmonious idea and to statistical analyse scientifically the process of new socialist countryside construction.'New socialist countryside'proposed by Party Central Committee is the "production developed, the life ample, the local custom civilized ,the village accommodate, the management democratic " . Harmonious new countryside which merged with harmonious idea is that countryside social structure is reasonable, rural management is democratic and fair, rural life is satisfactory, rural public order is stable and order, agriculture is full of vigor, harmonious relationship between man and nature.At first, the article comment research results about domestic new countryside index system, on the basis, new index system and method is proposed. The article thinks the construction principle about harmonious new countryside index system should include totality principle, scientific principle, qualitative combined with quantity principle, data maneuverability and easily acquired principle. Based on the principle, harmonious new countryside index system is constructed on the basis of Central Socialism 20 words policy. Because one target value is need as reference when comments, new research results of the author is used, index value is forecasted by using chaotic time series forecast method creatively, and forecast value uses as reference value.In the actual comprehensive evaluation, index is not the more the better, the key is index effect in the evaluation. This article introduces expert investigation method, index discriminability analysis method, principal component analysis method. But in practice, it is not scientific that screens index by using only a method, in this article the method which combined with subjective and objective is used for index screening. Then uses threshold method for index dimensionless. Then the text explores method about weight valuation. For overcoming subjective and random of subjective weight valuation method, the text uses objective weight valuation method. Based on the upon analysis, the text constructs harmonious new countryside comprehensive index, then evaluates and analyzes harmonious society new countryside of the whole nation and Hunan Province, on the basis, policy suggestion is proposed by author.In a word, it is a long and hard historical task that build socialist new countryside, and it is depends on the participation of broad masses which contributes wisdom and power in the final analysis.
