Rsearch On The Construction Of The Evaluation Index System Of Harmonious Railways

Railway is the essential part of integrated transport system, and it plays an important role in economic and social development. The concept of harmonious railways is proposed as the future objective of railway development in the background of harmonious society. It’s essential to build the harmonious railways guided by the the core principle of people-oriented for realizing harmonious society.Currently, the few researches in this area are mainly focused on one aspect of harmonious railways, and there’s a lack of any evaluation index system to evaluate the harmonious degree of railways. Therefore, this paper tries to analyse the connotation and characteristics of harmonious railways in view of system, and proposes to conduct analyses from harmony between railways and social development, harmony between railways and economic development, harmony between railways and ecological environment, harmony of railways and other transportations and internal harmony of railway system. The purpose of this paper is to build a complete evaluation index system to evaluate the harmonious degree of railways, and accordingly to analyse the problems existed in railways in order to give some corresponding suggestions for building harmonious railways.This paper applies some methods to build the evaluation index system, such as literature analysis, analytical hierarchy process(AHP), expert evaluation method, fuzzy comprehensive evaluation, the combination of qualitative and quantitative analysis, the combination of theory and practice analysis, etc. According to the calculated results, we draw conclusions that the largest share of this system is harmony between railways and economic development, in which the promotion of employment as well as GDP level has a larger proportion, which reflects that railways play an important role in promoting economic development. In addition, the empirical analysis of the harmonious degree of the Qinghai-Tibet Railway in ecological environment is conducted with this system, and it proves this railway is in rather harmonious level, which is in line with the reality of it. At last, we put forward some corresponding suggestions for building harmonious railways in light of previous analyses.
