Analysis On Village-level Comprehensive Coordinate Reforms

With the rapid development of human society, it has brought us brilliant achievements and tremendous progress, yet on the other hand, it also posed us various problems during the process, especially the unsustainable model of development in the regarding fields like environment, resources and ecology. Therefore, exploring a road to building resource-conserving and environmental-friendly model of development is an inevitable choice for human society to realizing coordinative development of urban-rural area.Front-Line governance is directly related to the effect of administrative capacity, social management and economic development. Zhuzhou Yunlong demonstration Zone is one of the five demonstration Zones in Changsha-Zhuzhou-Xiangtan urban agglomeration which was ratified as the national comprehensive coordinate reform pilot region for resource-conserving and environment-friendly type society construction. It bears the mission to exploring the road on building "Two-oriented society ", carrying out many comprehensive coordinate reforms in the village-level, varies from household registration system reform, organization reform to financial management system reform, in the purpose to realizing coordinative development of both urban and rural area. Progress has been made in the initial stage, and also has yielded with experience and mode which were available for demonstration and promotion. This paper is designed to take the comprehensive coordinate reforms carry out in the village-level as research object, with reference of relevant study theory, give a primary summary of reforms results, and provide analysis of problems needing attention, features needing embody, steps needing deploy and mechanism needing setup. In view of all sorts of existence questions, put forward the pointed countermeasure proposal, thus to reducing the differences between urban and rural areas, promoting two-oriented social development.
