An Analysis Of The Primary Problems Of City-town Citizens' Housing Security System In China

All persons need places where they could live. And so the housing security refers to the citizens'basic rights and influence the social stability and economical development. The government should take full responsibilities for this mission, however it often lost its role because of the faults of the competitive market system. With the increasing market factors in economical system, housing security system in our country experienced a amazing process and achieved so much. However there still are some difficulties and challenges faced to china's government. This paper analyses and demonstrates the problems in current city-town citizens'housing security system(CCHS) in the context of taking the approach of public policy analysis in order to find out a ideal and multilayered model characterized for this kind of system , and makes use of relative theory, model, and method.This paper illuminates the basic conception in foreign housing security system theory and looks back the changing history of China's city-town citizens'housing security system. It demonstrates some problems for CCHS based on these observations. First of all, this paper points out that there are some shortcomings in the decision-making process for CCHS including the absence of information sub-system, the undefined subject, the bias of policies'aims and the dissonance of complete set for relevant policies. Secondly, it also focuses on problems such as the restriction of policy resources and circumstances and the absences of powerful organization or agency. All of these could be divided into two aspects, namely, the problems in policies'decision-making process and the problems in policies'administration. And the conclusion will think of that the improvement of relevant institution should be the best way for the construction of ideal CCHS. The new point in this paper is the methodological and it never used by other researches.
