On Implementation Problems And Countermeasures Of Affordable Housing Policy In Changchun City

Housing is the basic condition for people's production and life.The housing problem is both a livelihood issue and a development issue.With the progress of society,the development of economy,the improvement of living standard,the people's long cherished wish of "having a place to live" has been gradually realized.However,there are still some low-income groups whose housing problems need to be further solved,especially in the context of high housing prices,the problem of "housing difficulties" of low-income groups is particularly difficult,which affects the happiness index of this group."Housing" is an important responsibility of the government,the government has the obligation to exercise its functions,through the formulation of policies to solve the housing problem.The system of house guaranteeing is an important part of the social security system.The implementation level of the affordable housing policy reflects the level of the government's ruling ability,which is an important embodiment of governance ability and governance system modernization.The establishment and improvement of affordable housing policy is related to the improvement of people's livelihood,social stability,economic development,political stability and the improvement of people's happiness index.Changchun,as the capital of Jilin Province,due to the year-on-year rise in housing prices,low-and middle-income groups and young "ant tribe" cannot afford buying houses.the problem of being trapped by the house and sighing at it has not been solved,this not only affects the happiness index of the people,but also overdrafts the power of sustainable development and weakens the urban competitiveness of Changchun.In order to achieve the goal of people's living security,Changchun municipal government adopts multiple types of affordable housing construction within public rental housing,affordable housing and low-cost housing to solve the housingdifficulties of some middle and low-income groups to the maximum extent.However,there are still some problems and drawbacks in the process of policy implementation,such as the lack of forward-looking policy-making,and the constraints of the interest relationship between the executive subjects,implementation resources and social environment,which makes the implementation effect of affordable housing policy unsatisfactory.This article takes the implementation effect of the affordable housing policy in Changchun as the research object,using the methods of empirical investigation and data analysis to sort out and introduce the evolution,implementation experience and characteristics of the affordable housing policy in Changchun.Guided by the relevant theories of management and economics,studying the outstanding problems existing in the implementation process of the affordable housing policy in Changchun and putting forward the corresponding feasible solutions,to provide practical support for improving the social security system.This article is composed of five parts: Chapter One describes the background,significance,and research status of the topic;Chapter Two explains the definition and theoretical basis of the basic concepts;Chapter Three describes the status and effectiveness of the implementation of affordable housing in Changchun City;Chapter Four Analyze the problems,deficiencies and reasons in the implementation of our city's affordable housing policy;Chapter Five proposes effective ways to solve the problems in terms of following principles,capital guarantee,land supply,audit management,laws and regulations,and supervision mechanisms.Finally,it is the conclusion part of the full text,which summarizes the methods and paths of optimizing the implementation policy of affordable housing,and puts forward better target needs for the audience,thus,improving the happiness index of the poor groups is the key to solve the problem.
