Since the founding of the People's Republic of China,especially since the General Secretary Xi Jinping took office,the national economy has been developing rapidly,and the national battle against poverty has been successfully completed.However,the gap between urban and rural basic education,the imbalance of educational resources distribution and other issues are still more prominent,so the country has also introduced a lot of policies to protect the right of rural primary and secondary school students to receive the same quality education.Under the background of this reality and policy,Jiangxi Provincial People's government has issued a series of education policies to solve the shortage of teachers in rural primary and secondary schools,including the management policy of five-year oriented normal students.Therefore,strengthening the case analysis of this policy and analyzing its internal operation mechanism will help to improve the implementation efficiency of this policy.With the policy support of the provincial government,the management policy of five-year oriented normal students was born in all parts of the province.As a respectable teacher in rural primary and secondary schools in the future,five-year oriented normal students have attracted the attention of the whole society,especially parents and teachers.Since 2007,f normal school has undertaken the important task of management and education of five-year oriented normal students,and has gained a lot of valuable experience in how to manage five-year oriented normal students,This paper not only puts forward some opinions on the implementation of enrollment management policy,but also puts forward some meaningful suggestions on the implementation of training and employment management policy.This paper is divided into five partsThe first part describes the background of the five-year oriented normal students policy,and discusses the relevant research literature of five-year oriented normal students at home and abroad,which provides a good theoretical support for the writing of my thesis,then describes the research methods,research ideas and main content of this thesis,and finally expounds the innovation of the thesis.The second part combs the social equity theory,resource optimization theory,public choice theory and concepts related to the public management and education management of the five-year oriented normal students policy,and also expounds the relationship between the management policy of the five-year oriented normal students and the public policy.It makes us have a clear understanding of the management policy,education management policy and definition of five-year oriented normal students.The third and the fourth part elaborates the implementation status of five-year oriented normal students' enrollment management policy,training management policy and employment management policy.And a questionnaire about the implementation effect of five-year oriented normal students' management policy was developed.I explained the basic situation of the questionnaire design,and analyzed the problems existing in the implementation of normal students' management policy,such as the enrollment publicity management is not in place;the training management mode is not reasonable;the employment management form is solidified,the students' learning motivation is weak;the incentive mechanism is not flexible,and the students' teaching consciousness is weak.The fifth part puts forward the countermeasures to improve the implementation of five-year oriented normal students management policy.The author thinks that the relevant departments should strengthen the propaganda and management,absorb high-quality students,innovate teaching methods,improve the quality of training,diversify the forms of employment management,improve the learning initiative,improve the incentive mechanism,and strengthen the belief in teaching.
