In the age of information economy, talents have become civil aviation organization stragetic resource and civil aviation organization must view the core competiveness from a new angle. At home, in the current job market, discipline supervisors on the whole have been important human resource. The enhance of the exploitation of such human resource is a strategic issue related to the sustainable development of discipline cause.The probe into the theory of competency exploitation provides new theory and tool for the form and development of human resource and its organization. The construction of the system of human resource management based on competency model can lay a solid foundation for the promotion of civil aviation organization core competitiveness, which is one of reasons why recently competency theory has become a hot topic. At present, although the research on competency theory and its practice has achieved a lot, there are still a few flaws in several aspects, such as the model, the way of supervision, model difference, the relation between competency and effect, the subject and applied research. Therefore, there is a big gap between theoretical achievements and the practice.Under the circumstance of the discipline work of civil aviation organization and on the basis of the practice of the exploitation of discipline supervisors'competency in the China Eastern Airline, this thesis has analysed the following problems: the increase of discipline supervisors'competency in their positions, the establishment of a group of discipline supervisors who possess steady political stand and professional ability. Furthermore, the thesis explored how to establish the competency model and put it into practice, and also probed into the design of the system of competency exploitation based on the model as well as works out the assessment and feedback measures about competency exploitation.Chapter 1, Preface. This part has mainly analyzed the background, purpose and significance of this reasearch, stated succinctly the conception related to civil aviation organization and discipline inspection, including demand for civil aviation organization and discipline inspection, current structure of the discipline supervisors, position install of civil aviation organization and so on, and then it also has introduced the situation and tendency for the the theory of competency exploitation. at the end, it summaried the structure of this thesis.Chater 2, The theory related to competency model. This part has given a overall elaboration for the definition of the competency and conmpetency model, introduced all kinds of method for the competency model constructing and examining, summarized the application for competency model in recruitment, performance appraisal, training and salary system. it has stated the efficiency and necessity of the competency model application in hunman resource management.Chapter 3. Analysis on how to put the competency model into practice for China Eastern Airlines discipline inspection. This part mainly taked China Eastern Airlines for example, it has offered the essential information and the civil aviation organization feature of China Eastern Airlines, and illustrated the relationship between the postion of discipline and inspection in civil aviation organization and the competency of discipline supervisors, elaborated emphatically the current sitiation of China Eastern Airlines and the problem on competency exploitation for the discipine and inspection staff of China Eastern Airlines.Chapter 4. How to construct the competency model of the discipline supervisors based on competency model. This part firstly accounted for the competency model construction principle of China Eastern Airlines. on the basis, it has elaborated emphatically the method and procedure for the competency model construction of China Eastern Airlines discipline inspection staff, at last, it gave the method of testing and perfecting for this modle. Chaper 5. This part showed the competency exploitation frame of China Eastern discipline supervisors firstly, and then studyed the design frame of recruitment, training, performance appraisal, career design and so on. At the same time, it also showed the practice of analysis of position, recruitment, which gave us a satisfied result. Chapter 6. Summary and prospect. This part introduced the important task and comtribution of this thesis and gave some experience and advice on the application of competency model.
