Independent innovation became one basic state policy, which is indicating a strategic transform of our science and technology developing method, and it was also a new basic point and target for the development of our enterprises in the future. However, the current capability of independent innovation of our enterprises is not encouraging, a great many management systems of R & D in our enterprises are not perfected, and they all have many problems, some enterprises even have not had a management system of R & D at all, therefore, improving the innovative ability seems to be a joke. Entering 21st centuries, the environment of competition becomes harder and harder, many large-scale technological companies in the world have already completed or just be in the stage of renewing the generation of their management systems of R & D, to improve the efficiency of their R & D and make sure their leadership in technological innovation. In this situation, rebuilding the R & D management systems of our enterprises and strengthening the control of innovation process is going to be an urgent problem.Under these background, in the first instance, this article introduces the development of R & D theory completely, based on the over research of the literature involved.
