Study On Beijing Ecological Forest Compensation System

With the rapid economic development, the demand for resources is growing. Disorder and excessive exploitation, environmental issues become increasingly prominent. How to coordinate the relationship between economic development and environmental protection to achieve sustainable economic and social development, has become the priority areas of Governments. As a large developing country with a population of1.3billion, to solve this problem is much more important. Ecological public welfare because of its soil and water conservation, water conservation, windbreak and sand, air purification, has played a huge role by governments as a method to solve ecological problems. China in2001to start building a forest eco-efficiency grant funds. In2004, Beijing officially began to implement the ecological forest compensation system. Increase the compensation of the ecological forest, improve the ecological forest compensation system has become the general consensus of scholars from various countries.This article will be the labor theory of value, theory of sustainable development, the opportunity cost theory of value, knowledge of subjective utility theory of value, and the theory of externalities related disciplines as the theoretical basis, on the basis of field research and relevant literature, analysis of forest compensation systemconnotation and denotation, sort out the object, scope and criteria of forest compensation, and thus further analysis of the unique nature and necessity of the forest compensation system, and departure from the status of forest compensation system in Beijing, combined with its location characteristics,starting from the forest compensation, subject, object, standard, way, way, existing forest compensation system analysis, and the perfect response.
