| An important task in sustainalbe development is the setting of objectives and targets, the observation and assessment of the present status and prevailing trends, monitoring of achievement and communication on those issues at all levels. For these task's indicator systems have been developed and are employed at the international, national as well as local level. Indicator systems are powerful tools to incorporate environmental and SD condiderations into policies, regulations, plans and programs.In this paper, the literatures on sustainable development indicators are reviewed and several typical methodologies are displayed detailedly. This paper then, based on the characters of China Rural regions, builds the sustainable development indicator system designed for the evaluation of county-area which involves three aspects including economic, social, resource and environmental aspects. After that, it uses the Analytic Hierarchy Process to determine the weights of indicators for the final evaluation.In the forth part, a case study in Luanchuan County of Henan province is carried out. Data from 2002-2006 are collected, processed and analysed, and an evaluation based on the indicator system is drawn for efficient and accurate judgement of the sustainable development level of this subject county. This study shows that the local sustainable development level can be measured quantitatively and the methodology of indicator selection and weight determination can be used in other areas.This paper also tries to apply the Factor Analysis method to evalutate the sustainable development of Luanchuan county and compares the result with the evaluation drawn from AHP method, which again demonstrates the priority of the AHP method. In the final part, this paper points out some problems on Luanchuan development process, analyses several factors that impede its sustainable development, and proposes a series of strategies to these problems.This paper will provide new ideas and methodf for the following works. |
