The Research On Sustainable Development And Utilization Of Natural Gas Resources In Sichuan-Chongqing Region

In the face of increasingly serious situation of human population, natural resources, environment and ecological conditions, the concept of sustainable development gradually has been reached a consensus on the global scale in 1980s. So far, the concept of sustainable development has become the guiding ideology and strategic objectives of every country and very region in the aspects of economic and social development. Energy as the driving force for national economic development is a necessity in people's lives; Coal, oil and natural gas are also important industrial raw materials. Their development and usage must be guided by the theory of sustainable development. Nowadays a country's modernization is usually measured by per capita consumption of energy, energy structure, energy efficiency and the impact on the environment in the world. Since 1949 China's energy industry has great developed. In 1996 the production of primary energy, including coal, crude oil, natural gas, electricity, water, not including fuel wood, biogas, wind and other types of energy, equivalent to 1.26 billion tons of standard coal, which is in the world forefront. However, because of China's large population, the average of an annual consumption of energy is equivalent to 1.14 tons of standard coal, which is still lower than the world average. Energy efficiency is not high, there are also many waste. The Fifth Plenary Session of the 16th put forward the goal that during the "11th Five-Year Plan" period the unit GDP energy consumption reduction of about 20 percent, the Fourth Session of the Tenth National People's Congress adopted the "Outline" of the "11th Five-Year Plan", in which defined the overall request of China's energy development further. We must uphold the conservation priority, which based on domestic, coal and pluralistic development, optimize production and consumption structure, and build stability, economic, clean, energy supply system.The sustainable development of oil & gas resources plays a very important role in the recourse sustainable development. However, the research on this problem is still on the beginning and exploration stage, and both theories and practice need further study. In recent years, the demand of Sichuan-Chongqing region for oil and gas has increased drastically, the conflict between oil & gas supply and demand also has become obviously. With the consideration of the continuously rising oil & gas prices and many problems of society, economy and environment which caused by oil & gas exploitation and utilization, the importance of research on sustainable development and utilization of oil & gas resources can never be overestimated. In addition, deeply study of oil & gas sustainable development and utilization has great meaning to the sustainable economic and social development in Sichuan-Chongqing region, and also ensure the China's future sustainable development of society and economy.Based on theories of sustainable development and the real situation of natural gas resources in Sichuan-Chongqing region, this paper analyzed the potential and existing problems of the natural gas resources exploitation and utilization, and reflected the current situation of natural gas development, which in the guide of overall goal that implement the sustainable development of natural gas resources in Sichuan-Chongqing region. Besides, this paper also proposed some suggestions and measures about how to implement sustainable development of natural gas resources in Sichuan-Chongqing region, strengthening the capacity for sustainable development in this region.Through deeply study of this subject, some main achievements has been got as following:(1) In the guidance of sustainable development, based on the doctrine of energy sustainable development, in according to the current situation of Sichuan-Chongqing region's natural gas resources exploitation and utilization, this paper deeply analyzed the existing problems of natural gas resources utilization in this area.(2) In according to the geological setting of Sichuan-Chongqing region and resource reserves, this paper used the theories of sustainable development to analyze and evaluate the potential of natural gas resources in Sichuan-Chongqing region. Through the analysis and evaluation, this paper take the view that Sichuan-Chongqing region has rich reserves of natural gas resources, coupled with sophisticated exploration techniques, the huge consumer groups and the security ring network and other factors, which indicated this region has tremendous potential in gas resources development.(3)In the guide of sustainable development, this paper considerate the positive and negative impacts of natural gas resources development and utilization in from the philological view. Accordingly, this paper proposed some suggestions and measures about how to implement sustainable development of natural gas resources in Sichuan-Chongqing region from four aspects of natural gas reserves, the safety of natural gas development and utilization, the government's macro-control, creating a resource-saving and environment-friendly society. These realizations fit the actual situation of Sichuan-Chongqing region, which play a positive role in the sustainable development of regional society and economy.
