Scenic Area was not only important national natural and cultural heritage, but also of our country's important tourist resources. Scenic spots and places were in good stage of development which had a relatively stable source markets. With the trans—formation of people's demand from traditional sightseeing tourism to leisure tourism, eco-tourism and other new forms, the tourism products of Scenic Area were in need to develop.In China, ecotourism has been developed since the early 1990s, which has been one of the main economic sources in the tourism industry. It was considered that the market prospects of eco-tourism were broad. Natural environment and culture were the main tourism attracts of rural ecotourism, which need to develop different products for the tourism demand.It was no doubt that the combination of Scenic Area and rural ecotourism would be a great opportunity for the development of regional tourism. In this paper, tourism resources, the characteristics of tourism products and the problem of Scenic Area and rural ecotourism were analyzed in detail. Then, on the basis of related theories, such as tourism product life-cycle theory, the main stakeholders' theory, sustainable development theory and so on, the develop model, local community participation and some problems which should be noticed were in discussed further. In the end, by taking master plan of rural ecotourism for Dongwu as an example, the text exerted results to validate it.The results were as following: Stable source markets of Scenic Area were an opportunity for the rural ecotourism. The combination of rural eco-tourism and scenic area via Linkage development model would stable source markets and open up new markets. Therefore, the two sides would benefit from the linkage development model.
