| The construction and operation of the nuclear power station can be divided into the following several big stages named earlier stage preparation, construction, installment, debugging, running and retirement. In our country, it is comparatively recognized that all the earlier stage preparation before pouring First Concrete Dull (FCD) on the baseplate of the nuclear island is generally called earlier stage work of the nuclear power project. It starts with the general and alternative election of the factory site. After elementary feasibility study,"five connections and one leveling"on the site, project application, feasibility study, project sanction and several stage work, the qualification of the project starting has been basically met.Developing the earlier stage work of nuclear power project is the essential condition of the nuclear power station. Especially currently in our country"actively developing nuclear power"has been confirmed, namely according to the medium and long-term plan of our country`s nuclear power development, in the situation of 40,000,000 kilowatts of nuclear power machine assembly and 18,000,000 kilowatts under construction in 2020, the earlier stage work of the nuclear power project becomes especially significant and imminent, moreover, with the present nucleus security rules, the supervision and management on the nucleus security of the nuclear power station have started from certain stages of the earlier stage work, therefore, as viewed from guaranteeing the nucleus security, the earlier stage work is also of great importance at the same time. As a matter of fact, the earlier stage work of the nuclear power project itself is an indivisible prelude of the formal construction.This article firstly analyzes earlier content of domestic project management, feasibility study, the costs and the audits of project construction, scheme of the earlier stage operation, files management and other aspects of the work requirement. Through the comparison between the earlier stage work of the nuclear power project and that of other styles of projects, it proved the importance of the control research of the progress while programming the earlier stage work of the nuclear power project.This article makes classification and introduction to the main content of earlier stage work of the Liaoning Hongyan River nuclear power project, including early research, proposal of project, evaluation of the environmental influence, analysis of the security of the factory site, programming of the electric transmission and demonstrating connection of the system, especial demonstration on research, five connections and one leveling on the site, sea project and so on. It reflects the contents of the work, working periods, plan connection and main arrangement of working node through the table of the project progress.This article analyzes the practice of the earlier stage project from 2004 to 2007 in the Liaoning Hongyan River nuclear power project, managing the analysis method VFT that takes the value as central and emphasizing how to optimize the parts of the progress control among the progress, costs, quality, security, human resources, purchasing, risks and communications of the earlier stage work of the nuclear power project on the analysis to achieve the purpose of improving the whole efficiency of the earlier stage work and provide reference for domestic craft brothers. |
