Shanghai real estate broker trade has been developing gradually since the reform and open-up, which plays an important role in the development and prosperity of Shanghai real estate market. A number of problems have arisen during the development of Shanghai real estate broker trade, along with the deep reform expansion of realty business, the adjustment change of the macroscopic market environment, and the deficiencies of the business itself. And the problems that have all social circles concerns need to have adequate solutions. This paper has done some strategy researches from the government angle on how to use the idea of good governance, in order to implement moderate intervention, effective supervision, and establish a standard order of the real estate broker market.During the hunting after the current situation of the researching field of real estate broker, I have found that the gap of the related research between Chinese mainland and developed countries, Hong Kong and Taiwan is on researching contents and theory depth. The behavioral norms level of real estate broking agency and certified broker is relatively low, and the credit idea of client party is very weak in market regulation practice.Integrating the advanced idea and sophisticated research work with the current situation of Chinese real estate brokerage market, the writer has defined the connotation and the feature of real estate brokerage. An analysis on legislation and administration of China has been put forward and a bunch of affective measures have been listed on market supervision in HK and Taiwan Regions as well as developed countries, providing a foreshadowing for the strategies explained in the following article.Since the practice of market supervision has to be conducted by theoretic construction, this article has been dedicated to the construction of a framework of theory on market supervision of real estate brokerage. The necessity of market supervision has been explained as regard with the market limitation and industry particularity, and three principles have been raised: appropriate state interference, fair competition maintenance and protection of consumers'rights. The object of market supervision has been pointed out, mainly referring to market operators and transaction behavior. Based on the practical experience, the author has put emphasis on the supervision and standardization of Shanghai real estate brokerage market. With a brief review of the industry development, the chapter of Current Regional Market Analysis has revealed the fundamental condition of the industry through a series of data. Analysis has been given on the macro market environment confronted and behavior tendency of service target, and main problems have been put forward, such as distemperedness of laws and regulations, lack of industry standard and occasional occurrence of regulation-violating behavior.Later on, the article has pointedly expounded concerned strategies on how to build and improve the supervision system of Shanghai real estate brokerage market, which respectively are: further identify department in charge and its function; appropriately chose supervising pattern of the government; affectively carry out the supervision and case-dealing; improve the realizability of capital supervision; promote the function of self-discipline; build an evaluation system of institution credit; improve information management mode.Among the application of the strategies mentioned above, the author has paid special attention to the research on evaluation system of institution credit as well as management mechanism of real estate brokerage. At the same time of working on this article, the author were directly involved in the research work of this project launched by Shanghai Real Estate Broker Trade Association. So far as the author is concerned, it would be an affective method to release the process as well as the result of institution credit evaluation to the public and it is a fundamental job to build a reasonable professional index and rules for the credit evaluation system. Since there is hardly any scientific, improved and all-rounded evaluation system formed currently in the real estate brokerage industry both at home and abroad, this task could relatively be both innovative and challenging.Hopefully, strategies and measurements raised in this article would be improved and implemented in future practice, so as to make certain contribution to the standardization of Shanghai real estate brokerage market.
