| Huangpu District locating at the heart of Shanghai City region, is an important component of the Shanghai Central Business District, as well as miniature of the city development, with deep historical and cultural accumulation and strong commercial, business atmosphere, it is important engine of economic development, ahead positions of cultural transmission and the main foreign exchange window.At present, Shanghai is to accelerate the construction of the international economic, financial, trade and shipping center, Shanghai's urban functions, industrial structure and spatial distribution of the size of the population is faced with a major adjustment. Shanghai district as a core function of an important component part of the Huangpu District, it is necessary to conform to and closely cooperate with Shanghai to accelerate the "four centres", the strategic goal, it must raise the industrial level and international competitiveness, and further strengthen the City aggregation and radiation function , and greatly improve the efficiency of land use and create "classic Huangpu", better reflect the Huangpu urban vitality, historical charm, the driving force for development.From its own characteristics, size of Huangpu District area is relatively small, the stock of land which can be developed is limited, in order to achieve regional sustained, rapid and healthy economic development, and to meet the community's overall development and the people's living standards requirements, we must fine of land-use, highly efficient development on use of land resources and change the unreasonable existing phenomena of tension and the waste of land and use.Based on the above background, this paper carried out targeted research. In specific research methods, comparative study is used majorly. by choosing Huangpu District and the city construction and development of functional analog of the case at home and abroad for the Centre City comparative analysis, we explore how to use and integrate resources to enhance the Huangpu District Land-use efficiency, by comparative analysis of statistical data, urban construction and function of the industrial development of the vision, suggestions put forward.This paper is divided into four chapters:Among the first chapter, we introduces purpose and significance of the research; Introduces the characteristics and advantages of Huangpu District and on the urgency of improving the effectiveness of land use. At last ,we introduce approach and means of the research.Among the second chapter, We introduces theories about raising the land-use effectiveness the city's central area are summarized, according to classical theory about land-use effectiveness of urban centre, changing law of the process of urbanization in different regions of intensive land, the World's Cities Function and industrial development trends ,we think that Shanghai Huangpu District as the centre of the city and an important component of the CBD, should strengthen financial functions, and vigorously develop modern service industries, create high-class commercial and business districts of integrated and build a high level of science and education, culture, health systems. in Huangpu District, the structure of land use and intensity of services should be reflected in the Huangpu District and the future functions and industrial development objectives. We introduce what is improvement of land use efficiency and evaluation system for land use is established.Among the third chapter, comparing the land use in Huangpu District, with Manhattan in New York , Luwan , Tokyo's Ginza district and Jing'an District Centre at home and abroad, such as overall utilization, the business office , commercial use, residential use and the use of idle industrial plants are analysized.Among the fourth chapter of the paper, suggestions about enhancing the effectiveness of land use in Huangpu District are put forward, proposals on dealing with the optimization of the distribution function for the rational regional development, strengthening land underground space development, upgrading of some special land resource utilization efficiency and its subsidiary, improving land-use efficiency from time dimensions in Huangpu District, and other aspects are discussed. |
