Research On The Present Situation And Countermeasure Of Inefficient Industrial Land Use In Chongqing Yubei District

There are lots of problems for industrial land which are caused by the over development in China,such as pollution,scattered layout,high energy-consumption,and ineffective production.Thus issues triggered the poor efficiency for industrial land using,for instance,some land has a low volume ratio,an others are suspended.Meanwhile,compared with the average around the world.Chinese land resource is deficient and land for construction is also short.Thus made it that how to protect national land for development and construction while to reduce the use to agricultural land,a matter issue to study in Chinese development.This study focus on the inefficient use of industrial land at a district in Chongqing city,it proposed some suggestion to redevelop the inefficient industrial land and to strengthen the administration of industrial land.This study also proposed two purposes,that to help local government to promote the industrial development and to improve the urban environment,to contribute the improvement of local society and economic.With the methodology such as literature research,theoretical analysis,and empirical research,this study clarifies the definitions which include land use,land supervision,and inefficient land.According to the theory of location,the theory of land intensive use,the theory of land sustainable development,and the theory of optimal allocation of land resource,this study analysis the inefficient industrial land at the specific area,it also investigated the situation of industrial land such as distribution,area,and outcome.In this way,this study conclude some issues such as irrational structure,low outcome,excessive pollution,high energy-consumption,low intensive use of land,poor technology,low scale industry,high hidden danger,high difficulty of redevelopment,and so on.Thus proposed three reasons for inefficiency,the first is the change of city planning and industrial distribution;the second is the easy admittance of program and poor introduction of enterprises;the third is poor supervision and punishment.In addition,this article also predicts the potential of the inefficient industrial land,further enhances the inefficient industrial land use data and development views of reality.According to above issues,this study considers the experience of redevelopment to inefficient use of downtown land from other province,such as Zhejiang,Jiangsu and Guangdong.In this way,this study proposed four suggestions,the first is to accelerate the development of the third industry and to promote industry transform and upgrade;the second is to introduce the professional management for high-tech,and to promote the reform of traditional industry;the third is to execute "close down,combine,and transform",and to eliminate the dangers of safety and pollution;the forth is to regulate the chaotic space layout,and to modernize urban environment.This study also proposed seven incentive policies in practice to set up the institution of redevelopment,such as tax exemption and reduction,transfer land with contract,found the fund of industrial development,and so on.Otherwise,there are five forced measures,which include high tax,restricted credit,markup the price of electronic,water and gas,set up the indicator of energy reduction and pollution discharge.In the end,this study proposed six suggestions to strengthen the management of industrial land use and to prevent from new inefficient land,such as improve planning and management,set up the institution of industrial land use evaluation,innovate the system of differentiation for supply and management,innovate the way of supply for land market,perfect and strengthen the management of land contract.
