Hearing System For The Implementation Of City Planning And Improvement: Public Governance Perspective

At the turn of the century, one of the changes in public policy-making system in China is that the executive and legislative departments have already introduced the system of public hearings. Hearing system is called China's public governance or they may be called public management structure, which is a major change to governance of the public. The 16th CPC National Congress proposed hearing system management as a recommended system design and hearing system later is extended to the government's price policy, urban planning, executive and the legislature, the administrative ruling, and other fields. Hearing of the administrative licensing system as one of the hearings is still in the planning stage.As the core element in the process, hearing system can provide us the opportunity to participate in decision-making and to ensure objectivity, fairness and justice. This paper analyzes the background and enforcement of urban planning through theoretical studies and practical examples, and with the public governance theory, this paper investigates the planning hearings as a form of public participation in the management of public affairs research.At the same time, this paper analyzes current implementation of hearing system, and discusses the need of improvement and makes some constructive proposals.
