Research On The Strategy Of Farmer Cooperatives Development In Jiaxing

China is a large agricultural country, and "Three Rural Issues" is the most important task for the whole party. The household contract responsibility system has been effective in the liberation of the rural productive forces, and promoted rural economic development。With the development of the market economy, contradictions between small-scale production and the large market are becoming more and more serious, then we must raise the degree of organization of farmers and achieve the scale of operations of agricultural production. Farmer cooperatives are to professional development needs of the current situation, overcome the limitations of small-scale operators, enhance the farmers'ability to withstand market risks, and hence effectively protect the interests of vulnerable groups. Moreover, farmer cooperatives are a bridge between farmers and the Government and an effective carrier of the government's macro-control and agricultural guidance. Therefore, the development of farmer cooperatives is the inevitable result of the household contract responsibility system and market economic,the inevitable choice of agricultural modernization and industrialization, and promotes the building of a new rural inestimable role。In recent years, the central authorities promulgated a series of policies to support agriculture and to benefit farmers, the Party's Fifth Plenary Session of the 16th proposed to building a new socialist countryside and new tasks, took encouraging and guiding farmers to develop various professional farmer cooperatives and improving agricultural organizations as an important content for building a new socialist countryside. In 2006, the No. 1 Central Document further stressed that "actively guide and support the peasants in developing various professional cooperative economic organizations, accelerate the legislative process and increase support, On October, 2006, the "People's Republic of China Farmer Cooperatives Act" was formally introduced and officially took effect from July 1, 2007, which has made clear norms, for the first time as a legal form, for market mainstay of farmer cooperatives, the setting up of cooperatives, such as operation to support policies. In 2008, the No. 1 Central Document in further stresses the need to actively develop professional farmers cooperatives, enacting tax preferences as soon as possible, and financial departments at all levels must continue to increase professional support for the farmers cooperatives. This means that China's farmers specialized cooperatives will enter a healthy new era of rapid development.Zhejiang, one of provinces which are the first rural specialized cooperative organizations pilot, stands at the forefront of the country. This province, in 2004, promulgated the regulations on cooperatives, and has been promoting the development of farmers professional cooperatives. In Jiaxing, which is in a good location, through the launch of support and examples, and other measures, the number of cooperatives has been significantly increased in the past few years. These have played a significant role for promoting the industrialization of agriculture development of Jiaxing and improving the degree of organization of farmers. However, in the development, small scale and low degree of organization and other issues happened. on the other hand。Local governments for political and economic goals, such as target-driven, ask the ATM sector-led to form most of peasants professional cooperatives. All of these maybe astray the development of cooperatives.Based on the investigation for the development of the farmers professional cooperation in Jiaxing, this paper analyzed Haiyan's"Jou Yang"Machinery professional cooperatives, and identified the existing problems in the development of cooperatives. Moreover, by learning from foreign experience, we suggest some countermeasures to promote the healthy development of cooperatives in Jiaxing City, with a view to provide reference for government decision-making.
