The Study On The Transformation Of Jiaxing Economic Development Zone

After over twenty years of reformation, innovation and development, economic development zones in China have become an important window of the open-door policy and an experimental field for system reform, exerting its demonstration function. But with surplus foreign exchange, subdued policy advantage, increasingly internationalized factor allocation and higher demand in the intensive use of land, the traditional development mode of economic development zones does not adapt to the new situation but will have to undergo transformation.This thesis probes into the over 15 years'development of the provincial-level Jiaxing Economic Development Zone and proposes some basic strategies and suggestions for its transformation. Based on the successful transformation experience in foreign countries and guided by the theories of Transaction-cost Economics and Institutional Change, it is suggested that a new mode of development of the industry zone focusing not only on inviting foreign investment from the outside world, but also on encouraging the local enterprises to invest internationally in other countries, a new mode of development of industry coordinated with appropriate services, should be adopted instead of the present mode of development focusing on manufacturing and inviting foreign capitals. Besides, the following are also proposed: taking the zone's own advantages to cultivate an industrial cluster of independent scientific and technological development and innovation; gaining sustainable development by developing modern service industry such as service outsourcing and establishing social intermediary and consulting organizations; continuing to be the trial and demonstration window of system reform and function transformation.The thesis consists of six chapters, including Introduction and Conclusion. Chapter 2 presents a theoretical analysis of the development and transformation of economic development zones; Chapter 3 analyses the necessity to accelerate the transformation of Jiaxing Economic Development Zone; Chapter 4 introduces the foreign and domestic transformation experience to be borrowed; Chapter 5 proposes the countermeasures and suggestions to promote the transformation of Jiaxing Economic Development Zone.
