| Leisure is the indispensable life style of human, as well as a main purpose of developing productivity. China has been in the period of developing urbanization rapidly. As improving the urbanization gradually, the situation of scarce land resource become more serious. On one hand, urbanization needs agriculture to produce food and make contribution to urban ecological function. On the other hand, as a result of the differential land rent and the comparison benefit reason, these local agriculture will withstand the great cost pressure. Developing leisure agriculture increases the leisure function based on perfecting the function of agricultural productivity. Meanwhile, it is beneficial to the improving of farmers' income and the retention of green and beautiful agriculture in the urbanization process. With the rapid urbanization, in order to realize city and countryside overall development plan, how to maintain the friendly eco-environment, increase the benefit of fanners in suburb and meet the living needs of urban residents become the major problem. So, developing leisure agriculture is an important way to resolve the problem. By doing a large amount of investigation and researches, the author recognize that the development of leisure agricultural industry in suburb is a systematic project. Based on the situation of nature, economy and society, doing researches on the leisure agriculture in Shuangqiao under new situation situation plays a very important leading and historic role by analysing comprehensively and studying on the present situation, the characteristics and tendency of leisure agriculture at home and abroad and doing investigations, summaries and analysis on the present situation and background of leisure agriculture in Shuangqiao.We need to face directly the present situation and outstanding problems of leisure agriculture development in Shuangqiao according to the present situation of leisure agriculture at home and broad and using the methods of industry investigation, empirical study and theoretical research. Shuangqiao District is a industrial special zone founded in 1970s, having multiple urban residents and high ratio of urbanization. The primitive leisure agriculture developed in early priod and after almost 30 years development, the base of modern leisure agricultural industry has been formed preliminarily. However, with the suburbanization of rural, the present situation of leisure agriculture has performed some characteristics such as small comparative scale (only 60 households), small market capacity (recepting only about 37000 visitors yearly) and single model of industry management (be finite farm tourism mainly). There are many historical problems existing in indutrial development. As entering into the fast developing stage of industrialization and urbanization, the development of leisure agricultural industry in Shuangqiao's suburb faces new challenges, mainly including six aspects such as amphibolous law orientation of operation households, less channels of capital supporting and preferential policies, low levels of management and service, laggard development planning, isolated government supporting and service and weak construction of basic facilities, etc.. These problems limited the development of leisure agriculture in the suburb of Shuangqiao seriously.Although now there are many problems about the development of leisure agriculture in suburb of Shuangqiao existing, there are many incomparable advantages in Shuangqiao to develop leisure agricultural industry: At first, abundant leisure agriculture resources. The economic crops planting and breeding industry are the mainstream and the agricultural technology is well developed possessing the technology foundation of three-high agriculture development. The farming culture is deep. The second, great marke demands and fast increasing. Shuangqiao District has strong comprehensive economic power. The per capita GDP and per capital annual dominating income far exceed the minimum standard (300 dollars) which was decided by international institution studying that people produce thr desire of leisure. The third, Shuangqiao District belongs to "economic development zone, reform testing district and party constrution advanced zone" proposed by Wangyang who was the former secretary of municipal party committee in Chongqing. The development of urban, the theory of management and the flexible land policies build the financing platform well for the development of leisure agriculture. The fourth, Shuangqiao locates in the center of the west Chongqing economic zone. It is one important part of districts which constitute "one hour economic circle" of Chongqing and the condition of transportation is quite highly developed.Based on the problems existing in leisure agricultural industry development and advantaged resource conditions and combined with practical factors of Shuangqiao, three models of industrial development for being referenced and used were put forward as follows: ecotype leisure sightseeing agriculture, singular type leisure sightseeing agriculture and technology-based leisure sightseeing agriculture. Besides, industry composition of leisure agricultural industry in Shuangqiao was designed reasonably: the leisure forestry industrial belt of the foothill of Bayue Mountain in the east, the fishery industrial belt of Bayue Mountain around Longshui Lake in the north and the morden ecological sightseeing industrial belt around Shuangqiao Village and Wenxi Village in the south. In order to make sure agriculture develop healthily and fast, we suggest that the government should make related support and encouragement policies as soon as possible, strenghten ecological environment protection during the process of developing industry, enhance the education training of cadres and staffs, improve the quality and level of service and service consciousness, increase the input of science and technology, excavat the meaning of culture actively to avoid repeating simple traditional agriculture, exploit tourism characteristic products to attract and retain the consumers, strenghen the legal construction and comprehensive renovation and supervising of public security to standardize the leisure agricultural industry. These countermeasures are helpful to make the leisure agricultural industry of Shuangqiao enter positive orbit of developing healthily.In order to promote the development of leisure agriculture in Shuangqiao, the supporting conditions and safeguard measures of industrial development were proposed as follows: At first, strengthening leadership and perfect organization. The second, striving for the project supporting positively and implementing the related matching policies. The third, combining all kinds of resources and increasing the efficiency of the government. The fourth, speeding up the basic construction and enhancing the foundation of development. The fifth, strengthening the training of proprietors and peasants and impromenting the system of extending the achievements of agricultural technology. The sixth, guiding the investment of capital and cultivating leading enterprises. The seventh, insisting on the principle of ecology priority, maintaining ecological environment and sharpening the ability of sustainable development. The eighth, aiming at the frontier of leisure agricultural industry at home and aboard and adapting to the current of industry development. |
