With the increases of domestic and foreign import & export trades after China's entry into World Trade Organization in recent years, the dumping and anti-dumping economic trade litigations and negotiations are often happened between China and other counties. It is a powerful basis between China and other countries that ministry of commerce of China carries more effective analysis on kinds of monitoring industries on import & export trades and national production situations by the improvement of network infrastructure and information technology application. It attracts more attentions from all departments of Industrial Injury Early Warning System, which becomes an important direction of the information technology application of ministry of commerce of China.China's Ministry of Commerce industrial damage warning system is through the design of early warning decision-making algorithm and some classic method of application, to build early warning model. To B/S model structure for the overall framework for the achievement of national industrial damage warning for the visualization of data and early warning analysis, the increase in industrial damage warning, rapid reaction, anti-dumping and other aspects of capacity.Industrial Injury Early Warning System collected the import & export data from the port monthly and made an expert model, which based on the theory of data mining and data system of Oracle by B/S structural frame as an analysis tool and application stage.The technology of the system include followings:1) Based on Early Warning model design decision-making algorithm, is a multi-objective decision theory.2) In this system includes some classic algorithm such as Fuzzy Decision Tree, Fuzzy-ID3 .3) This system constructed Injury Early Warning Model through comprehensive calculation of injury early warning index in order to confirm production and industry. And the collect relevaive professional opinions expert advice, experts model through the establishment of the weights compared the establishment of Early Warning model.4) During the process of designing the entire frame of Industry Injury Early Warning System for Ministry of Commerce, we chose B/S structure after analyzed the advantages and disadvantages of B/S structure and C/S structure by considering the expansion, security and utility. The system includes Java developing language, Eclipse3.1 combined with Tombat developing environment and Oracle 9i database.
