Along with the development of knowledge economy,human resource which is edging out the material resource has become the strategic resource. It is one of the critical problems to the enterprises that how to build up the core-competitiveness through arousing the enthusiasm of the staff. Staff performance management has become the core of the human resource management because of its functions of strategy,management and development .But,today,the understanding of enterprise on the staff performance management is obvious insufficient,Some of them stay only on the performance evaluation stage,although some enterprises have exceeded the performance evaluation stage,and formed the performance management thought,when they use it,they don't consider and make it based on the enterprise life cycle. they invest more human,material in staff performance management,but the results are not very good.This thesis focus on the characteristics that staff performance management in the different life-cycle stage of enterprises,analysis the change rule and relations between them. Find the pattern or system which should be appropriate to the enterprise different life cycle staff performance management. In the last of this thesis, we use the obtained conclusion analyzed the staff performance management questions that exist in our country, proposed the solution measure.Main conclusions of this thesis:(1)In the initiate phase, enterprise has the latent management by objectives consciousness, but is not systematic .in the growing phase, enterprise's staff performance management preliminary standard, may call it the system management. In the mature phase, staff performance management may realize the performance management idea formation and the scientific performance management system management system's construction. (2)The change of staff performance management is not an inevitable process .It needs the two-course as the prerequisite.(3)The role of staff performance management is not formed immediately.(4)In the different life-cycle, enterprises need to adopt a different employee performance management.(5) The issues of China's staff performance management can be analysis from the development of staff performance management of its own ,and find solutions.In this thesis the innovation may be reflected in the following areas:(1)This thesis Study on the staff performance management based on the enterprise life-cycle's character and the human resources management conditions, and has drawn some conclusions.(2)This thesis Carry on the desk study on the operation pattern or system of the staff achievements management which are appropriate to the enterprise different lifecycle.(3) This thesis Analyzes the question existed in our country from the angle of staff performance management change rule ,and proposes the solution measures.
