The most basic function of food lies in maintaining survival, national safety and development of society. Recently, along with advance of consumers request on food safety and appear of unsafe food events more and more, food safety is paid great attention in all countries and all governments in the world, and taken as national public safety, and made efforts to supervise and manage.In China, as section mode of supervise and manage on food safety is a complicated system which involved in many sectors, levels and segments and. On the other hand, the research in this field is later, and most focus on the technology but less research on the mechanism design about mode of supervise and manage on food safety. It makes for many problems about function crossing and conflict among laws more and more.In this paper, we compare systematically the character, experience and lessons of food safety administration in the developed countries, and the recent innovation trend, analysis the failure causation about the mechanism of supervise and manage on food safety and economics game problems among various mode of supervise and manage using exterior effect theory, information asymmetry theory and game theory. Based on the sum-up of current food safety administration practice in China, and all these integrating the national society background and the character of the production circulation, we propose the reform advices for adjusting system, compartmentalizing authority scientifically, consummating law system, setting up monitoring system, and widening the way of the supervise and manage on food safety, which has practice meaning for building centralization, specialization, systematism mode of supervise and manage on food safety, and completing advance of food quality safety.
