In the Report to the Eighteenth National Congress of the Communist Party ofChina,President Hu Jintao raised that the country must safeguard and improve people’slivelihood,and solve what the people most concern about and practically interest in formaking the people live a better life.Food safety is closely related to people’s lives and health. Food safety directlydetermines the standard of living and quality of people’s life,and it’s related to the harmonyand stability of the social and economic. However,the repeated occurrence of food safetyincidents has attracted the attention of millions of people.The paper will focus on the foodsafety regulatory,including the following points:food safety regulation theories,the majorcontradictions of food safety in China,the problems of food safety supervision,successfulexperience of foreign countries,and some suggestions of Chinese food safety regulatorysystem.In this paper,the author intend to summarize the characteristics of food safety problemsand the focus of China’s food safety supervision which should be addressed and pay aattention to.The paper will start the discussions on food safety responsibilities from twodimensions which are the market and the state.The government is on the duty ofestablishments and improvements of food information regulatory mechanism, the food recallsystem, relevant food safety regulatory system and the evaluation criteria.Judging from thesystem level,there is a certain lack and improvement needed for Chinese marketregulation,market access,and food recall system.Judging from the market level, enterpriseshave responsibilities of using the HACCP system, bar code technology, networkingtechnology to ensure food safety.However, there is few of companies using them inreality.And market’s information disclosure and transparency has not been strictly compliedand consciously executed.The companies’ self-management capabilities,self-monitoringcapabilities,and self-solve capabilities need to be strengthened. The two parts has notformed of coordinations and cooperations on food safety regulatory power.Leading to foodsafety regulatory system works relatively inefficient, and it is hard to ensure the interests ofconsumers.The author make some discussions about implementation of environmentalsupporting behind these successful examples to obtain some advice after doing comparisonsand analysis of the successful examples of foreign food regulatory.The paper holds the viewthat our country can learn the advanced experience of foreign countries in order to enrichand improve our food safety regulatory system because the foreign countries’ started earlyand have built a institutional maturity.Any theory is for practice, the author comes up withsome countermeasures and suggestions about improving food safety regulatory system fromtwo dimensions which are the market and the state to achieve efficient allocation ofresources in food safety supervision.
