| Tianjin food safety governance model and the national food safety governance modelare in the same strain, there are several phenomenons such as prevarication and Omissionin the governance process which become common problem of food security governance.However, due to the differences between regions, the differences between distributionsand enterprise-scale businesses, Tianjin food safety governance model has its owncharacteristics. This paper takes the actual situation of food manufacturing and marketingin Tianjin as the background, uses the principle of economics, takes the PublicGovernance Theory as the main line, from the perspectives of Tianjin food safety situationand the reasons of the problem, local government’s influence on food safety governance,relevance of different scale food producers and food safety incidents, analyses the gamerelations between food manufacturers and regulatory authorities and the Consumers，combines the actual situation of Tianjin, identifies the causes and the defects ofgovernance model, comparatives and analysis the characteristics and experience ofwestern countries food safety governance system and other cities. The paper seeks to findan effective solution to the plight of Tianjin food safety governance by public governancetheory. Food safety governance is a system engineering which requires the joint efforts ofthe whole society. The current model which dominates by the government not only makesthe supervision departments exhausted, but also difficult to really play a role in ensuringfood safety. Tianjin government can use public governance theory, define primarilyresponsible for food safety awareness of food production enterprises, encourage corporateself-regulation, introduce the multi-agent governance of public governance mechanisms,improve the transparency and openness of information on food safety governance, fullymobilize the enthusiasm of all parties, exert the market function to improve the currentsituation of food safety governance. |
